教學目標：1.瞭解憲法的成立與制度，並藉由個案研究探討憲法的主旨與精神。
2.運用分組討論的方式，訓練學生口語表達、溝通及獨立思考之能力。
3.進而培養學生多元文化、國家發展及全球視野之公民素養。
